Fergus Falls, MN (KBRF) - A Perham, Minnesota man has been charged in Otter Tail County District Court with felony counts of electronic solicitation of children and distributing material that relates to sexual conduct to a child.
Thirty-one-year-old Scott Leroy Moench was charged after the Minnesota BCA assisted Bemidji police in an undercover operation in December last year involving solicitation of children online.
The agencies posted ads on numerous websites such as Craigslist and Backpage, acting in the capacity of a mother selling her 14-year-old daughter. Moench responded by email, including allegedly sending a nude photo.
According to a court complaint, Moench has a prior conviction for second-degree criminal sexual conduct involving a 10-year-old child. He is considered a predatory offender and is required to register until 2024.Moench made his first court appearance Monday. His next appearance is March 27th.
