BISMARCK, N.D. - Bar and liquor store owners on an American Indian reservation in North Dakota say shipments from distributors have stopped due to new rules and higher taxes imposed by tribal leaders.
The Three Affiliated Tribes has imposed a 7 percent tax on alcohol on the Fort Berthold Reservation. That's in addition to the state's 7 percent tax.
The new rules also require permits, and subject records and businesses to be open for inspection by the tribe.
The tribe has said it needs higher tax rates to pay for road repairs, law enforcement and other consequences of oil development on the reservation.
Opponent of the new rules say the lack of booze deliveries on the reservation will lead to sales outside its boundaries, or the potential for illegal sales within it.
