FARGO (KFGO) - Investigators have concluded looking into whether private security guards used on a Dakota Access Pipeline (DAPL) construction site were properly licensed.

The Morton County Sheriff’s Dept. said “it has been proven that the dog handlers were not properly licensed to do security work in the State of North Dakota.”

The investigation found that there were seven dogs and seven dog handlers at the construction site September 3rd.

Investigators say they were told that there were no intentions of using the dogs or handlers for security work. But the dogs were deployed as a method of trying to keep the protesters under control.

The incident report has been sent to the Morton County States Attorney and the ND Private Investigators and Security Board for possible charges.
